It is not a road to connect to entire Indonesia island, but a ship or kind of sea transportation to reach thousand island in Indonesia. Perhaps impossible also to build road to connect all island in Indonesia. That's the weak point of Indonesia separated by sea and have to cover it with expensive transportation, like airplane.
Toll sea has been long ago used by Singosari and Mojopahit empire to connect island in Indonesia. In modern time toll sea still needed since other transportation are expensive and has limited capacity. Toll sea actually the answer to discrepancy price in fuel, basic need in Indonesia.
The authority realized it is not easy to manage a toll sea. The problem reside in so many factor, start from the wide area to cover, Indonesia is nearly size of Europe in total sea and island. Perhaps need for two to three days to travel between east to west Indonesia, this absolutely a great obstacle.
The other problem come from the climate in the sea, has been known central and east Indonesia sea has high wave and bad weather. So need big ships at least to connect between big island and can be small ship to continue to reach thousand small island. It is not easy but if success could erase the discrepancy of price in entire Indonesia.
Perhaps need big budget and investment to manage this toll sea, currently all cost cover by national budget. Actually private sector had to be joined in toll sea, perhaps to cover small island. Seem not much investor interested, because the high cost and risk.
We still can see traditional shipping line, connect small island near the big city. That already had traditional costumer, the one using their services. They manage the shipping line since they inherited from their parent, and survive because no other choice of transportation.
